The Fleet Procurement Vessel is a heavily modified Corellian Action V bulk transport. It is another good example for the imaginativeness of the technicians of the Rebel Alliance, who are famous for modifying civilian starships for the military purposes. The older Action V transport was chosen as basis for the new design, as it is cheaper than its successor, the Action VI. Furthermore, the Alliance cannot afford to do without the larger Action VI transports as they are badly needed for the supply services of the Alliance. The hull plating of the stock model has been improved, and the original shield generator has been replaced by a slightly more powerful unit.
The main assignment of the Procurement Vessel is, as it is already revealed by the ship's name, to capture other starships in order to expand the Alliance's starship recources. Of course, the ship is not sufficient to disable larger warships like cruisers or frigates. But patrol vessels, freighters or even a light corvette are a perfect target. The Procurement Vessel is an efficient design, and it has often been of great use for the Alliance.
Whenever the Rebel Intelligence Service discovers a convoy's hyperspace route, a small Rebel taskforce heads for the supposed coordinates where the convoy enters realspace again. The ship is armed with a large complement of Ion Cannons which are used against the chosen vessel. The ionization process can be supported by the two Y-Wing Starfighters aboard the shiop. Once all systems of the victim are ionized, the Procurement Vessel launches its two boarding shuttles which approach the disabled vessel and then use their Plasma Torch Boarding Device to access the ship. The boarding shuttle's crew, which consists of highly trained personnel, then takes over the ship.
When attacked itself, the Procurement Vessel uses its flight of X-Wing starfighters for defense. These are also also housed in the ship's small hangar bay. It has to rely on these starfighters, as it lacks Turbolasers and anti-starfighter weaponry.
